Injecting talent momentum into new quality productivity

 

 

The development history of human society is a history of continuous quantitative and qualitative changes in technology driven productivity. New technologies empower new industries, give birth to new formats, accelerate the formation of a trend of integration, intersection, and multi-point breakthroughs, and accelerate the formation of new quality productive forces. New quality productivity is different from traditional productivity, involving new fields and high technological content. It is driven by technological innovation and supported by high-level talents, and is related to the development of strategic emerging industries and future industries.


 

A thousand years of foundation, talent is the foundation. In the new era and new journey, we must seize the most active and decisive active subject of "people", devote ourselves to attracting talents, nurturing talents with care, and sincerely love talents, in order to achieve a new leap in new quality productive forces and continuously inject surging momentum into the high-quality development of China's economy.

Talents are the key to triggering qualitative change

 

Industrial iteration is an important carrier of new quality productivity. New productive forces must rely on strategic emerging industries such as new generation information technology, biotechnology, new energy, new materials, high-end equipment, new energy vehicles, green environmental protection, aerospace, and marine equipment, as well as future industries such as brain like intelligence, digital information, genetic technology, future networks, deep sea aerospace development, hydrogen energy and energy storage. To accelerate the formation of new productive forces, it is necessary to build a modern industrial system, promote cross-border integration, extend industrial chains, and form industrial clusters.


 

The talent team is a key resource for new quality productivity. Productivity is a complex system, with its basic elements including workers, means of labor, and objects of labor. Workers are the most important and active factor among them. The quality and level of the talent team directly determine the level of productivity. The improvement of the quality of the talent team is a gradual process accompanied by the improvement of connotation and structural optimization. It cannot be achieved overnight, but it is the quantitative change of the talent team that has given rise to the qualitative change of productivity.


 

Taking "quality" as the key, set up a "big stage" for attracting innovative talents. People are the creators and users of new productive forces. In the current severe and complex internal and external situation, the urgent task is to find ways to activate innovation entities, fully leverage the main role of enterprises and talents in scientific and technological innovation and industrial innovation, and make them the driving force for integrating innovation elements and transforming innovation achievements. To stimulate the endogenous driving force of innovation entities, broaden the channels for connecting scientific and technological innovation with market resources and social demands, comprehensively and deeply promote the transformation of scientific and technological achievements, and promote more innovative talents to become leaders, promoters, and witnesses in accelerating the formation of new quality productive forces.

Planting the "wutong tree" to attract talents

 

Technology is the primary productive force, talent is the primary resource, and innovation is the primary driving force. Accelerating the formation of new quality productive forces ultimately relies on innovative talents. We must adhere to industrial upgrading as the direction, technological innovation as the key, and talent resources as the foundation, and widely gather innovative talents in the pursuit of novelty and quality.


 

Opening up new fields and tracks for development through technological innovation, shaping new driving forces and advantages for development, is the trend and an urgent requirement for high-quality development. To accelerate the formation of new productive forces, it is necessary to adhere to the guidance of building innovative talents, research and formulate innovative talent policies for attracting talents, promote the concentration of innovative elements in key areas and industrial clusters in key parks, optimize the layout of industrial clusters, and promote and achieve the transformation of scientific and technological innovation talents from "fighting alone" to "grasping fingers and becoming fists".


 

Based on the reality of regional development, we should plant a "wutong tree" to attract talents, open up the "fast lane" to promote innovation, remove the "fence wall" to hinder innovation, expand the new group of talents in emerging industries, lead the new track, create new advantages, and transform the "key variable" of innovative talents into the "maximum increment" to accelerate the formation of new quality productivity.


 

Technology is the foundation of national strength, and innovation is the soul of national progress. Currently, the competition in global industrial capabilities, high-tech capabilities, and market capabilities is unprecedentedly fierce, and talent has become the decisive factor in responding to this series of competitions. To accelerate the formation of new quality productive forces, it is necessary to focus on the key development areas and industries of China's strategic emerging industries, implement a list system of scarce talents, target the introduction of a group of "high-precision and cutting-edge" innovative talents and teams, and improve the accuracy of talent attraction and industry adaptability. Grasp the new trends and characteristics of talent globalization, implement more active, open, and effective talent policies, vigorously promote international exchange and cooperation of talents, build effective mechanisms for talent attraction and utilization, and gather talents from all over the world for use.

Focusing on cultivating innovative and top-notch talents

 

Under the new situation, the whole society should work together and cooperate, in accordance with the new standards and requirements for accelerating the formation of new quality productive forces, and effectively carry out the training of high-level talents.

 


Vigorously promote the spirit of science throughout society. Promoting the spirit of science is a prerequisite and guarantee for improving the scientific literacy of the entire population. We should promote the rational spirit, pragmatic spirit, and innovative spirit of science, and create an environment and atmosphere that respects science, talents, and encourages innovation throughout society. To align various courses in schools with ideological and political courses, create a synergistic effect, guide the new generation of young people to establish a correct worldview, outlook on life, and values, learn scientific thinking, strengthen scientific spirit, and strive to overcome difficulties and climb new heights for the development of the country and social progress.

 

Adhere to the supply side reform of higher education. Universities should adapt to the changes in the total demand and structure of the talent market caused by accelerating the formation of new quality productive forces, implement professional structure adjustment and optimization, and enhance the connotation, in order to improve the matching degree between talent cultivation and social needs; Connect with strategic emerging industries and future industrial development needs, accelerate the deep integration of modern information technology with humanities majors, humanities with science, engineering, agriculture, and medical sciences; Optimize the professional curriculum and add courses related to new technologies such as big data, cloud computing, and human skills to cultivate students' digital literacy and skills.


 

Deepen the integration of industry and education and school enterprise collaboration. Promote the organic connection between the education chain, talent chain, industry chain, and innovation chain, promote the participation of industries in the design and implementation of professional training programs in universities, timely transmit the requirements of accelerating the formation of new quality productive forces for high-level talents to the human resource supply unit, and achieve the coordinated development of the real economy, scientific and technological innovation, and human resources. Promoting collaborative education between schools and enterprises, key enterprises in strategic emerging industries and future industries should innovate order based training models, jointly build practical training bases and platforms, and cultivate specialized talents needed for economic and social development.

 


Focus on cultivating innovative and top-notch talents. Innovative and top-notch talents are the "locomotive" of the labor force and the most strategic talent resource for accelerating the formation of new quality productive forces. Strengthen relevant legislative work, do a good job in top-level design, proactively formulate and implement China's innovative and top-notch talent strategic plan, and improve various institutional arrangements such as "unveiling and leading", "horse racing", and "overcoming challenges". Deepen the collaboration mechanism between scientific research and talent cultivation, integrate scientific research resources, educational resources, industry resources, social resources, and international resources, and cultivate a group of innovative and top-notch talents standing at the forefront of the world. Give full play to the role of universities as the main body for cultivating innovative and top-notch talents, strengthen the selection and training of students, break down path dependence and disciplinary barriers, explore interdisciplinary integration and competitive education, and innovate talent cultivation models.

为新质生产力注入人才动能


 

人类社会的发展史是技术驱动生产力不断发生量变和质变的历史。新科技赋能新产业,催生新业态,加速形成融合交叉、多点突破态势,加快形成新质生产力。新质生产力有别于传统生产力,涉及领域新、技术含量高,以科技创新为驱动力,以高水平人才为支撑,事关战略性新兴产业和未来产业发展。

 

千秋基业,人才为本。新时代新征程,要抓住这个最活跃、最具决定意义的能动主体,倾心引才、悉心育才、真心爱才,进而实现新质生产力新的跃升,为我国经济高质量发展持续注入澎湃动能。

 


01

人才是引发质变的关键


产业迭代是新质生产力的重要载体。新质生产力必须依托新一代信息技术、生物技术、新能源、新材料、高端装备、新能源汽车、绿色环保、航空航天、海洋装备等战略性新兴产业,依托类脑智能、数字信息、基因技术、未来网络、深海空天开发、氢能与储能等未来产业。加快形成新质生产力,需要打造现代产业体系,推进跨界融合,延长产业链条,形成产业集群。

 

人才队伍是新质生产力的关键资源。生产力是一个复杂系统,其基本要素包括劳动者、劳动资料和劳动对象,劳动者是其中最重要、最活跃的因素。人才队伍的素质和水平直接决定生产力的能级。人才队伍的素质提升,是伴随内涵提升和结构优化的渐变过程,不能一蹴而就,但正是人才队伍的量变过程催生了生产力的质变。

 

为关键,搭好引聚创新人才的大舞台。人是新质生产力的创造者和使用者。在当前严峻复杂的内外形势下,当务之急就是想尽办法激活创新主体,充分发挥企业和人才在科技创新和产业创新中的主体作用,使之成为创新要素集成、创新成果转化的生力军。要激发创新主体内生动力,拓宽科技创新与市场资源、社会需求的对接渠道,全面深入推动科技成果转化,促进更多创新人才成为加快形成新质生产力的引领者、推动者、见证者。

栽好招才引智的梧桐树


科技是第一生产力、人才是第一资源、创新是第一动力。加快形成新质生产力,归根结底要靠创新人才。要坚持以产业升级为方向,以科技创新为关键,以人才资源为根本,在求中广泛集聚创新人才。

 

以科技创新开辟发展新领域新赛道、塑造发展新动能新优势是大势所趋,是高质量发展的迫切要求。加快形成新质生产力,须坚持以打造创新型人才为导向,研究制定招才引智的创新人才政策,推动创新要素向重点地区集中、产业集群向重点园区聚集,优化产业集聚布局,推动和实现科技创新人才由单打独斗变为攥指成拳

 

立足区域发展实际,栽好招才引智的梧桐树、打通促进创新的快车道、拆除阻碍创新的篱笆墙,壮大新兴产业人才新群体、领跑新赛道、创造新优势,让创新人才的关键变量转化为加快形成新质生产力的最大增量

 

科技是国家强盛之基,创新是民族进步之魂。当前,世界产业能力竞争、高科技能力竞争、市场能力竞争空前激烈,人才成为应对这一系列竞争的决定性因素。加快形成新质生产力,须立足我国战略性新兴产业重点发展领域和行业,实行紧缺人才清单制度,靶向引进一批高精尖缺创新人才和团队,提升引才精准度和产业适配度。把握人才全球化新趋势、新特点,实施更加积极、开放、有效的人才政策,大力推动人才国际交流合作,构建有效的引才用才机制,聚天下英才而用之。

着力培养创新拔尖人才


新形势下,全社会要共同发力、协作配合,按照加快形成新质生产力的新标准和新要求,切实做好高水平人才的培养工作。

 

在全社会大力弘扬科学精神。弘扬科学精神是提高全民科学素质的前提和保证。要通过对科学的理性精神、求实精神和创新精神的宣传,在全社会形成尊重科学、尊重人才、鼓励创新的环境和氛围。要使学校各类课程与思想政治课程同向同行,形成协同效应,引导新一代年轻人树立正确的世界观、人生观和价值观,学会科学思维,坚定科学精神,努力为国家的发展、社会的进步攻坚克难、勇攀高峰。

 

坚持高等教育供给侧改革。高校应适应加快形成新质生产力对人才市场需求总量和结构的变化,实施专业结构调整优化和内涵提升,提高人才培养与社会需要的匹配度;对接战略性新兴产业和未来产业发展需要,加快推进现代信息技术与文科专业、文科与理工农医科的深度融合;优化专业课程设置,增设与大数据、云计算、人工技能等新技术相关的课程,培养学生数字素养和数字技能。

 

深化产教融合和校企协同。促进教育链、人才链和产业链、创新链有机衔接,推动行业产业参与高校专业培养方案设计和实施,把加快形成新质生产力对高水平人才的要求及时传导至人力资源供给单元,实现实体经济、科技创新与人力资源的协同发展。推进校企协同育人,战略性新兴产业和未来产业的骨干企业要创新订单式培养模式,共建实训基地平台,培养经济社会发展所需要的专门人才。

 

着力培养创新拔尖人才。创新拔尖人才是劳动者群体的火车头,是加快形成新质生产力最具战略性的人才资源。加强相关立法工作,做好顶层设计,前瞻性地制定和实施我国创新拔尖人才战略规划,完善揭榜挂帅”“赛马”“闯关等各项制度安排。深化科学研究与人才培养协作机制,整合科研资源、教育资源、行业资源、社会资源、国际资源,培养一批站在国际前沿的创新拔尖人才。发挥高校作为培养创新拔尖人才的主体作用,加强学生的选拔和培养,打破路径依赖和学科壁垒,探索学科交叉融合和竞赛竞技育人,创新人才培养模式。
